Prosecution for a specific crime would be up to the sate district attorney for state crimes, the US Attorney for federal crimes.
Detection of the package's contents could be done by the postal law enforcement authorities, the shipper's security, and whatever other law enforcement personnel that may have gotten engaged.

One last note, Prudence.
There are many evil and despicable people in the world.
I have been told that people residing in states where some "stuff" is legal are starting a new trend.
They buy the "stuff" and ship small quantities of it to unsuspecting dupes to exact revenge or to stir stuff up.
They then report that Joe Schmoe is receiving a shipment if "stuff" to the Feds, local cops,or the shipper.
They send the "stuff" anonymously, but say the a shared acquaintance sent the "stuff" to the dupe.
Both get "popped", the rat giggles while eating his "cheese"!
Ahh, life in the 21st century, huh?
