Corporate Law Not For Profit Organization

I have a question about forming a not for profit organization. I basically understand the rules stipulated on how to create one but what I really was curious about was if one could form a not for profit organization that serves developing countries not by sending them food but by gathering donations in developed countries and eventually going to the developed countries to build roads and other needed infrastructure such as perhaps schools and water works.

As the saying goes, "feed a man or teach him to feed himself"

Are there any laws that stop people from gathering money (not-for-profit) so that eventually that money can be sent abroad to help develop communities in this way?
 
There are organizations that I am aware of that are 501(c)(3) which are formed for the purpose of fundraising for charitable purposes.
