Non-owned mobile home on owned land

Hi,
My mother in law lives in a mobile home parked on some land that she owns. However, she purchased the mobile home from her son's ex-girlfriend and has been making the payments and paying taxes on the home for over 9 years and the home is still in the ex-girlfriends name. She contacted the ex-girlfriend recently wanting to pay off the mobile home and have it transferred to her name however, the girlfriend now is not cooperating with my mother in law and she needs to know if she has any legal rights regarding the home. Can anyone out there assist with any rights she has? We would greatly appreciate any help.

What do you mean the girlfriend is not cooperating with your mother-in-law? She's not agreeing to the payoff?

Does your mother-in-law have proof of the taxes being paid those 9 years along with the home payment she was making?

Yes, she does have proof she has been paying the taxes.
