Several problems.
The landlord does a shoddy job at fixing the septic system (and everything else). The toilet keeps backing up and/or overflowing. No lease. Renting month by month. The renter gets fed up and doesn't pay the rent. 2 weeks late now. The renter tells the landlord "I'm not paying until you fix the bathroom". The landlord tells the renter to get out or he'll evict. Two days later the Constable shows up tells them to get out (no papers), the renter produces receipts showing he's only 2 weeks late, shows him the sewage in the bathroom. The Constable also searches the house for drugs because the landlord implied there was drug traffic! Again, no papers. The Constable left and said they would be back tomorrow.
