No negligent homicide law in Indiana???

On March 5, 2008, my son, 19yrs old, died of a drug overdose in Connersville, IN (Fayette County). My son Cole had stopped by our house at 10:30am and told my husband that his friend's mom was giving him a ride to her house and he would be back later, I was at work. He went to a Stacy Riebsommers home where he purchased a cocktail of methadone and xanax, he eventually passed out and was left to die in the floor of their home while Stacy Riebsommer, her minor daughter P** P**h, and another individual remained in the house. During the time that my son, Cole was incapacitated, his cell phone kept ringing and eventually the daughter answered the cell phone and told Cole's friends who were calling that Cole had overdosed in their house and someone nedeed to come and get him. The drug dealing mother, Stacie , left the house to pick up Cole's friend, Chad , so she could get Cole's body out of her house. She told Chad that she was not calling an ambulance there to her house because she had stuff in the house and wasn't going to get busted by the cops. Chad had no vehicle to take Cole for help once he got to the house so he called another friend to come and help him (who immediately called me when he arrived at the house and saw that Cole was likely dead). Stacie had them remove the body from her house and the boys called an ambulance to help when they got to village pantry just down the hill from her house. When the detectives spoke with Stacie she said that Cole had probably stolen her drugs but they were locked in a box that she had the key to so that was an obvious lie. She is a known drug dealer who has been investigated almost continually. She said she didn't know he was dead, that he was a stranger who came into her house to wash his hair and just disappeared into the bathroom for a couple of hours... yeah- you let strangers shower in your house?? though he was never in the shower, his body was never wet and his clothes were on. He died shortly after going to her house which had to have been around noon and he finally arrived at the hospital about 3:15pm. Stacie was caught in multiple lies, I could go on and on... The prosecuter Ken Faw claims there has been no crime. How is this possible??? The kids were willing to testify that she refused to call an ambulance to her home. She is a known drug dealer and the prescription drugs found locked up in her home matched the drugs that killed my son. She was caught in multiple lies. She at the very least comitted negligent homicide in any other state in the United States. What is wrong with the picture here? She should be sitting in jail. She had her minor daughter in her home that was under the influence of drugs, she had another 19 yr old that was using. She was heavily intoxicated when she was interviewed. Some drug dealing doctor had provided her with enough drugs to keep half of Connersville supplied with drugs. I can't understand. If it is not against the law to stand by and purposely refuse to call for help for someone then the law is not right!!! Granted there shouldn't have to be a law like that since most people have a soul and a conscience but you have a few out there like this Stacie Riebsommer who will just keep killing kids with her methadone/xanax cocktail that she is selling. Do you know of anyone who can tell me if she really broke no law by refusing to call an ambulance to her houe and if there is no law, how do you go about making this type of behavior a law?
 
If the prosecutor refuses to prosecute, you can't do anything about it.(In Montana anyway, I'm sure most states give the prosecution this kind of power)

It looks as thought you would have to go about this in a civil action. Perhaps a wrongfull death action.
