New parking fees

Landlord had left a notice on everyone's door stating we now have designated parking spot must have new decal and spaces are now $10/mo.
Is this legal?
 
So long as you are given notice of the fees it's fine. I'm not sure what the right amount of time would be, but probably 30 days.
I'm not certain if this new free would be considered a rent increase or not but there are rules for proper notice.
Just park somewhere else or move.

Look at your lease - what was the agreement? That will govern. Chances are high that even if you're right any remedy will just postpone the ability of the landlord to increase the parking space fees and implement rule changes within a short notice period, e.g. one month. Not that it makes any difference, parking fees in my area are usually hundreds of dollars a month. Disagreements can get quite heated.
