Neighboring Tenant/Landlord Issue: CA

Problem: Our neighbors (in a rental property next to our rental property/different landlords) are extremely loud.

They have a 3 year old child. Child SCREAMS from driveway into house at 6:30am. Mom YELLS back out front door.

Mom unlocks car door for child with remote alarm. Alarm goes off into constant honk mode, but not long enough to call the police.

They have a new puppy. Puppy goes out to potty. It usually finishes before Mom is ready to let it back in. Dog barks, wakes us up, but not long enough to call police or animal control.

A letter was left for noisy neighbor putting them on notice. This aggrivated them as the following morning the car alarm went off twice.

I obtained landlord's name, phone number, and personal address through public records.

He told me the issue was a police matter and he would do nothing about it.

My question is: If I sent a certified letter to the landlord would he have any responsibility to to take action?

A: Landlords cannot control the actions of tenants.
 
I obtained the landlords number via public records. Maybe I will just keep calling him everytime his tenant wakes me up with their rudeness since he won't even do the courtesy of addressing it with them.

I believe that would constitute illegal harrassment. As previously posted, landlords cannot control the actions of tenants. Would you want your landlord to control your actions concerning your children and how you speak in public?

Your beef is with the neighbor and you can use video tape evidence to make your case for police assistance.
