Neighbor cuts my shrubs and trees Not encroacing his property

A year ago my neighbor reached over my fence and cut my trees that were not touching our common fence nor encroaching on his property. He does this to give himself a peep hole through the fence to watch my children in the yard. I put up a lattice fence 3 feet from the common fence and he climbed over and removed the lattice fence and placed in his yard. I called the police and they found the lattice in his yard. The police said I needed to file a civil action. He stopped and now he has again cut my trees that do not even touch the fence or reach over into his yard. He has cut holes in the common fence so that once again he can peep into our yard. Can I file a restraining order? What can I do without hiring a lawyer?
 
Restraining orders mean nothing to these creeps.
A restraining order won't lessen the primitive, evil urges that consume these perverted beasts.

You can equip the area around your home with security cameras.
They're very cost effective these days, and you can view your property anywhere you can get into the Internet.

You can keep reporting his actions to the police.
You can speak with your elected city officials.
You can contact the local media and see if they will look into him, and his antics.
You should also keep a very close eye on your children, these days, you never know what thse pervs and molesters could end up doing.
You can speak with your city attorney, your county prosecutor (or district attorney).
Talk with someone at the sheriff's department, sex crimes maybe, the person over the sexual offenders registry.
