I have garnishments coming out of my work check for court fines can they also take my federal tax return

The court is an arm of the government.
They can snatch more than most judgment holders can snatch.
If the pain is unbearable. you can discuss your options with a local bankruptcy attorney.
Bankruptcy might be useful, but at least discuss the situation with a couple Iowa lawyers.

If someone holds a judgment against you and has levied against your wages, YES, that person (or entity) could manage to levy against your bank accounts. If your tax return gets deposited into your bank account, the judgment holder (assuming they do it correctly) could then snatch the proceeds you receive from the tax authorities.

Iowa Legal Aid explains it all in great detail.
Have yourself a great read:

Just want to clarify something.

The only people who can intercept your tax refund are government bodies. Regular creditors cannot do this.

The fun part? They won't tell you beforehand that the intercept is coming up (they've already notified you once - that's all they need).

So ultimately yes, they can (and will) take your tax refund to satisfy (or partially satisfy) monies owed to the court.

OP, be advised that IF your tax refund is deposited into a bank account against which a judgment holder is attaching (or has already attached), your tax return can then be snatched to satisfy the judgment.
That's why people who are risk choose to have their tax returns applied to various prepaid and funded debit cards!

The tax refund is off limits to a nongovernmental judgment holder directly, but when its deposited in a bank account known to the judgment holder, you betcha its fair game....
