NC State Student Not Seen, But Charged

My friend was given multiple student conduct charges by the NCSU Police. There was a noise complaint at our house, but the officers never actually saw or spoke to him. They scanned license plates outside of our house and checked our mail to see who's name was on it. They found his mail and his car, which apparently was enough to cite him. Is this legal???

Was (Is) it legal?

Your pal will just have to go to court to what a judge will say.

Good luck, and try to keep the noise down, or the police will return and issue more paper!!!
