Jail More Charges in texas

My common law husband was in jail in a county for 3 months on a possesion charge and was given 5 years probation. He was then transfered to another county for a different charge and was given time served there. When they were drawing up his release paperwork they found out that the prior county had put 2 more warrants on him.Can they do that even though they should of done that when he was there for those 3 months?
