Minor without license/permit

Hey, I have a question for a 16 year old minor who was driving without a permit or license and also crashed the car into a pole.

What would be the consequences and what can we do to lessen them? Also will he be able to get his license at 18?

If he was my kid he wouldn't get a license until he was 21.

Seriously, though, it's a Class 2 misdemeanor that could result in 6 months in jail and up to $500 in fines. Whether an unlicensed minor would have a delay in licensing I have not been able to learn.
