Medicaid Law Question

I would like to research if a state can legally limit the amount of Medicaid providers by certain criteria (i.e. no provider shall be funded by Medicaid if not in business since 2015, no provider shall be allowed to exist if they have no prior experience serving a specific subset of the population).

Where can I find this information to learn on my own - Federal Medicaid law, state medicaid law, antitrust law, etc
