K Visa marriage to canadian illegal

I am a U.S. citizen. My boyfriend and I met in Canada and now we want to get married. However, he has been working illegally in Canada for about five years, after overstaying a student visa. He is unable to get a valid passport since in his home country of Korea all males are required to serve two years in the army. Since he did not serve, the Korean government will not give him a passport unless he pays a huge fine, and then serves his two years. He has been trying to get citizenship in Canada, but according to Canadian immigration laws he has to leave the country and re-enter, something that he currently cannot do without a valid passport. Is there any way for him to get citizenship, either in the U.S. or in Canada? Any suggestions would be greatly appreciated.
