In n.j for loitering for prostitution would you get arrested or a ticket

A person could be arrested or cited.

It's up to officer discretion.

I agree it is discretionary, but I would bet on most circumstances it would only be a citation- OFf that was the only violation. If they have that violation on someone there could easily be more to go with it.
