Liens against federal and state tax refunds

Can someone please tell me who is able to put a lien against both federal and state tax refunds? How do you find out who has a lien?

Did someone threaten you that they could do so? I believe that the government can do so (federal tax liens!) and so can individuals under special circumstances, e.g. child support,
