I make homemade cake toppers and memory gifts. They sometmes incorporate licensed chacter figures of fabric pieces in them. Will i get introuble if I start selling them via internet or reselling them to small stores?

If you sell items taht include licensed intellectual property of another company, I would expect you will receive notices. It might be a different story if the pieces might appear somewhat similar but if they are unquestionably the Simpsons characters... well... would you think any different?
