Landlord says the check's in the mail

After I moved out my landlord sent me a letter stating that I had a $679 refund due. I should allow 30 days to receive it. It has been four months and I still have not received it. They said a check was mailed last May, and even gave a check number. But I never received it. They said they re-issued a check in August, and I never received that one. The last story was that a check was mailed on Sept. 7. I do not have that one either. This is a corporation and apartment complex I'm dealing with, which makes it even more frustrating.
Do I have a case for Small Claims Court?
I'm afraid that since they have check numbers and issue dates, they also have a case.
I don't know what's happening, but essentially, I'm being told the 'check's in the mail'. We have verified my address several times. I do not hvae the refund. Also, if I go to Small Claims Court can I sue for additional late charges or other fees? Any advice?
One more thing. What if I receive the check in the meantime?
