We rent a senior 55 plus for $1210 a month. The manager gave a notice that it will go up to $1260 but everyone else went up to $1245. When I ask the manager she says "It's a mistake, The new rent is $1260". Is it legal to raise ones rent more than others?

Why wouldn't it be? Unless you are being singled out for higher rent because of a discriminatory reason prohibited by law, it is not unusual to charge more for some units than others.
