landlord not allowing thermostat use

My jurisdiction is: massachusetts

my landlord has a thermostat gaurd installed on the thermostat. it's snowing outside, i have an infant and a two year old and the landlord has the heat set to 64 degrees. it's cold in my apt. and i'm using an electric space heater, which i'm paying for, to heat my home. the landlord pays for heat and hot water. is there a certain temperature the thermostat has to be set to? what can i do to make him turn up the heat?
 
The attached lists the minimum heat requirements from 11:01 pm to 6:59 am at 64 degrees and the remainder of the day at 68 degrees during the winter months.

This is in the city of Boston but this same range of required temperatures for heat is pretty consistent.

You can pass this information to your landlord and if they don't adjust this, contact your City Inspector or Code Department.
