landlord issus

Recently my landlord and I haven't been seeing eye to eye. The fact that we live within the same house makes this even more trying. I am renting the upstairs of his house and he lives in the basement. He was making threats to evict me even though i have not violated my lease. Due to these threats I decided to give my 30 day notice, in response to my notice he locked me out of the garage and has manually disconnect the electric to the top half of the house. This is really immature and stupid behavior on his part yet the police say that they can't involve themselves in civil matters. I can live without electric but i have a six year old boy who doesn't understand why he cant watch cartoons and why he has to live by candle light.... Any advice would be helpful

What the LL did was probably illegal. You need to call your city to see if they have some sort of landlord/mediation dispute hotline. This man is considered a landlord and it is illegal in almost all cases to disconnent utilities especially in retaliation of a 30 day notice. start googling landlord tenant act in your state to see if you can find anything,
