Landlord and Pests

I moved into an apartment building that has a roach and silverfish infestation. I have notified the manager about the problem after trying to treat it on my own with sprays, baits, etc. The manager sent maintenance to my apartment to apply some kind of gel that is supposed to keep these critters from coming back, but it has not worked. I keep on finding traces of these nasty bugs. I keep a very clean apartment (i.e., throw trash out everyday, no crumbs on the counters/floors, etc.), but they keep coming back. So, the problem may be bigger and more widespread, but the manager continues to treat for bugs one apartment at a time as tenants complain. Is there a way to get him and the landlord/company that owns the building to treat the whole building at the same time?
