if you have a conversation with police can your phone conversation be retrieved? Incase there was useful information in the talk you were not able to record. If you are able to retrieve it what is the process?

Whether you can retrieve and how you can retrieve it would be something you would ask that particular police department, don't ya think?

    Why do you ask?

This is a question of fact that is unanswerable in the abstract (it also depends to some extent on what "retrieved" means).

If "you" didn't record it, what exactly are you talking about?

There may be nothing to retrieve. Were you told the conversation was being recorded?
The best way to retain information may be to take notes and promptly write down details during or immediately after the conversation. This is essentially the same thing the police would do if the conversation was not recorded.
