If somebody pleaded to a "terminal disposition" what exactly does that mean??? In what context does this judgment usually apply??? Can someone who pleaded to this withdraw their plea if they did not fully understand the definition of this judgment??? If so what is the timeline to do so??? Thank you for your time and help.

The California Court has a definition right on its website:

Terminal disposition: A sentence doesn't include probation and will close once the terms of the sentence are satisfied.

This typically means that there could be the imposition of a fine or fee, community service or some other requirement that fits the crime. After that legal necessity is completed, the sentence is satisfied. As the court says, there is no probation. It's done when the legal requirement is satisfied.
