I got a order setting case management for November 18th, saying "each party is ordered to povide a written summary on the dispute at least 15 days prior to this date. Order was signed Nov 4th, 14 days prior, shows mailed by regular mail Nov 5th and I recieved Nov 8th. There are penalties for not making this deadline.

Sorry about the late reply. Regarding these delays, it depends upon the court, the judge, the damage caused by the delay, etc. Typically other counsel will not press for any type of penalty, especially when there really isn't any harm suffered. They will stipulate not to nitpick as the judge usually doesn't want to hear it if there really wasn't a major harm. That said, I have no idea what the documents are and the penalties stated, if any. If you want to let us know how it turned out in court, we'd be glad to hear.
