Fraud, Embezzlement, Bad Checks Jail time for NSF checks?

I'm back re: NSF checks. I'm trying to get an idea of what penalty might be imposed for passing $3,000 in NSF checks in CA. The maker of the checks is unemployed, has no residence, no assets (except an old car), and couldn't care less about his credit report. There must be some sort of penalty that would hit home in a situation like this other than a judgement that will never be recovered, e.g., some time in jail. Thank you for your time.

Has the DA pressed charges? It is possible he will be going to jail. It is not always criminal to pass a bad check but with that amount, it likely is.

No charges yet. He's just getting all the notices from the bank and the various merchants.
