Judge chief JA friends with plaintiff judge accidentally finds out and recuse himself. JA retires next week. Can I press charge on JA and court for dragging out a case over three years

No, you can't press charges. Only a prosecutor can press charges. You can complain to your state's judicial commission if you believe laws have been broken.
