What does this mean? You want to lower the "par" value? That is set by the company. To change the number of shares outstanding and other adjustments you would need to look at the corporation's bylaws and see what may be required.

A rights issues is a common way for a company to raise fresh capital , it issues new shares, offering them first to existing shareholders. All shares will rank equally..

From my understanding, the number and value of a company's shares are not determined by shareholders.
Are you an insider of the company or a person who is looking to buy stock of that company?
