Is it legal for a car dealership to fedex a contract in english to an 82 year old individual(senile) who lives Puerto Rico and does not speak or read in english for a co-signature? and have the fedex guy wait at the door for the person to sign so they can take the package back ?

Do not, and I mean NOT sign anything you don't understand or your co-signer does not understand. File a complaint against the car dealer in their state and also with the attorney general's office.
