Is there a statue of limitations on a collection agency asking for payment on 12 year old tickets for expired tages or registration that was towed by the city....preventing you from gey your present car out of booted status..please help

You don't have any choice. Storage fees could add hundreds maybe thousands the longer you wait to pay.
