    Is there a statue of limitations on a collection agency asking for payment on 12 year old tickets for expired tages or registration that was towed by the city....preventing you from gey your present car out of booted status..please help

    If you owe the local government, chances are that no, there is no limitation. They want their money and will get it sooner or later.
    In your case it seems to be later, but you won't likely find a way around it. Your current vehicle will quickly accumulate storage fees if you don't come to terms with your past debt.

    Thanks for the input,,,,I want to make arrangements I'm just not give an option except pay half the cashup front on the 12 year debt which is 1,500,,,,

    You don't have any choice. Storage fees could add hundreds maybe thousands the longer you wait to pay.

    Consider getting a personal loan to cover the full amount, then you can pay back the loan.
