If the citation was regarding the condition of the vehicle rather than the manner in which you were driving then it must likely would not be counted as a moving violation.

Yes, in your state, a defective vehicle citation, or a plea to that charge from say a speeding violation will net you points to your CO license.
Your state's licensing agency assesses the points.
Your insurance company occasionally, in CO, will view a defective vehicle citation as a non-moving offense, and NOT increase your insurance rates.
If you want to be sure, take traffic school, if its offered.
Or, ask about DEFERRED ADJUDICATION.
