International birth certificate assistance

My father has been in the US since 1949 when his mother brought him from Holland. Since then, he has lived in NJ, served in the military, paid taxes, etc., but recently has had great difficulty in trying to acquire his Dutch birth certificate.

He had an alien registration card, but when it was submitted to Social Security or other gov't. agencies, it was declined because of a "renewal" in the system a number of years back and he was told that his card was no longer applicable. Since then he's come to find out that someone may have been "naturalized" with his information or documentation.

We've exhausted sources at the Miami Dutch embassy to resolve this issue because of misleads to random websites and numerous hours "on hold" with supposed "help".

I was wondering if there were any legal professionals who could offer suggestions as to how to obtain legal documentaion regarding proof of citizenship and or birth certificates from foreign countries? Are there any specialists in the area of foreign documentation or any related fields? Any and all help would be greatly appreciated.
