The airbag is only supposed to deploy under certain conditions. Before you get carried away you need to determine if the airbag was supposed to deploy at all.
Speed matters. Location of impact matters. The size and weight of the deer might even matter.
The fact the airbag did not deploy does not mean it is defective.
