i can't get my identification card

My social security card and birth certificate have different last names, my birth certificate has my mother's last name while my social security has my father's last name. I Have tried to get my identification but have been told that I would need another form of id with my picture on it like a school id which i do not have . I've tried photocopies of my school id but they didn't accept that, what should i do? Please email me.thank you.
