Human Services Overstepping?

Wisconsin: My daughter receives medical assistance and food assistance. She recently got a new job and reported it to her case worker. Her employer had a form to fill out for her start date and wages. A couple of weeks later her employer received another letter from human services requesting the same information, but this letter said The Department of Human Services and the Sheriff's Department was investigating the case. This is absurd to send this kind of letter to a new employer because it has insinuations by saying the sheriff is involved as well. I think this is BS......my daughter works and goes to college so she won't need any assistance at all from this state.
She has no idea why they would send something like that and neither do I. The only thing I can think of is when she was in high school I added her to my bank accounts so if I died she could easily access the money without probate. I am concerned about this situation and I don't know if I should be.
Is it standard in Wisconsin to send such a letter?
Please help....I don't know if there is a need for concern or not.
