how do you file a complaint against a state agency, DFEH?

I've been trying to get justice from this gov't agency for almost two years now. File housing discrimination compliant, provided Evidence, wittnesses, over and over..... They give me bs, run around, new consultants, incompetent employees, writing ridiculous reports, etc

Without more information it's impossible to answer your question. We can't determine whether you even have a cause of action against the agency. I'm sympathetic. In theory they are supposed to be efficient and help tenants against unruly landlords. Not all are competent - but we don't know the details. Perhaps you can get someone's attention at the agency - I believe you are referring to DFEH - Department of Fair Employment and Housing.
