the people that rented a room from me are refusing to pay rent.can i shut power off to there room since everything is included in rent and not payed

You want a renter out, you'll have to evict them, LEGALLY.
When you succeed in getting them evicted (takes at least 12 to 16 weeks, often longer), don't do this again.

There's a reason people rent rooms, they're usually SERIAL DEADBEATS, often being evicted numerous times!
