Corporate Law Hostile work enviroment

I work in a small 15 person office of which i am a partner. I have come across email correspondence between the other two partners where one partner admittedly states that he intentionally acts in certain ways to a particular person just to get her panties in a bunch. I find this quite alarming, not to mention he then openly coplains about her attitude.
 
Well, your forgot to ask a question, but I can see where you are going.
You stumbled into a private conversation and should probably see your way out of it.
It is not your place to argue hostile work environment on behalf of another person. If that person feels they are being mistreated then it is up to them to say so.
 
Not to mention the fact that the term, hostile work environment, has a very specific meaning under law and this is not it.
