Can a deler keep a down payment after 24hr of a deal?

It depends, read that library of papers you signed and/or received.

All I got was a receipt for $100.00 there was no wording on the receipt the money was to hold the car so I can take it the nextday to my mechanic to look at it. But I went back to get my down payment or hold payment there was no signs on the wall about no refunds the first day when I went back the next day there was aprinted flyer on the wall stateing no refund.

A deposit is not refundable unless you get a piece of paper saying it IS refundable.

People make that mistake all the time. Especially with car dealers.

Never rely on assumptions or what people tell you.

Get it in writing if you expect any sort of protection.

Odds are that the flyer was there the whole time and you simply had no need to take notice of it until they refused your refund.
For a measly hundred bucks I'd let it go.
