I was wondering if it was okay, for a potential employer to have someone who is applying for a job to sign all paperwork as if they were hired, but not actually hire them?

Would they be held accountable to pay unemployment if they never had they employee hired and working?

Depends on the exact terms and conditions of the contract. What a lot of people think of as an employee contract is generally just a confirmation of employment and not a real contract. You'd have to post the "contract" word for word in its entirety.


Can't comment on the "etc" without knowing what the "etc" is. Suffice to say that anything but a bona fide contract is likely not relevant.

If he quit a former job based on the promise of the new job he might be eligible for unemployment. He should file for it ASAP regardless of the outcome.
