How do you know the social worker did so? Have you ever signed a release of information form in this social worker's office?

Could it be that he was only TROLLING you (assuming he told you) to see what he could learn about you?
In the end, you'll need proof, definitive proof.
However, if you had proof, what would it get you?

Social workers are sometimes covered by HIPAA, but not always. Without knowing whether this particular social worker is in a position where she is governed by HIPAA, we can't say if this was a violation or not.

Agree, we don't know if the social worker is a "covered entity" & there are exceptions to HIPAA.
