A criminal charge refers to an offense which a person / criminal defendant is accused of violating. If you were caught by the police for shoplifting, you would be taken to the police station and booked for or charged with the crime of "petty larceny." If you were arrested after being suspected of driving drunk, you may be charged with the offense of DUI or Driving Under the Influence of drugs or alcohol.

A plea refers to the official legal position stated by a defendant with regard to a criminal charge concerning a law which they are accused of violating. You can make a plea of innocent or guilty at your arraignment in front of a judge, where you will hear the crime which you have been charged and when you have an option to make a plea to state your position. A plea may also include a "plea bargain" which is an agreement to settle all charges and the defendant may need to admit guilty officially, e.g. plead guilty to the crime of dangerous driving.
