Harassing Phone Calls for debt collection

My boyfriend a few years ago had some credit card debts. He took out a personal loan to pay all debts off. We live in California. He has been receiving calls at work from the law offices of Douglas Burgess located in New York requesting a return phone call. He talked to them last year and asked that they please send something in writing to his address with details about what is owed (he believes it is inaccurate). They have failed to do so and instead have an automated system call a work number approx. every other week requesting a response. I've googled the law offices and have found numerous forums of individuals in the same situation. Their advice has been to send a cease letter requesting the phone calls to stop. Is this accurate information?
