Harassing neighbor

I got a ticket at 8:30pm while my vehicle was parked.
I returned home around 4:30 and noticed my license plate was hanging from the front of my bumper so I put it on my dash so I can tend to it the next day.
My neighbor is always calling the police saying that my truck is parked in the same place, we have additional parking on the road first come gets the parking that's were I got the ticket on the main highway, it's a legal parking.
My question is how can get a ticket for parking on the road.
