H3 Visa H Visa

I am an H3 visa applicant. I already got my original I-797 from USCIS all my documents forms are completed. I was denied 3 times already since Oct. 6, Dec.7 and Dec.28, 2006. My Employer in USA never gives me up and still want me to come. We see no problem with my application and I even have recommendations from US Senator and US Congressman and from my Local Governments. US Senator Dole Armstrong is still contacting the US Embassy in Manila to reconsider my application but the Embassy does not respond. What must I do? My petition will expire on Sept 2008. Is there any other way we can convince the US Embassy to reconsider my application or to grant me a visa? What must be my next move?
