My jurisdiction is: Mississippi

I have a sister who is 36 yo. She has been evaluated by NMRC and their findings were: Substantial limitations in following areas of major life activity: Learning,Self-direction, Economic Self-sufficiency, Capacity for Independent Living, with a diagnosis of mild mental retardation. She lives with my mother. Our cousin introduced my sister to a guy who drinks and does not have a job. My mother does not want my sister to see this guy. Now my sister wants to move out on her own. My mom is disabled and does not have money to hire a lawyer. My mom went to legal services and they say they can't do anything because she makes too much money ????. My mom went to social services and one lady there ranted on about how my sister should be able to leave (perhaps this is why MS is in shape it is in). My mom wants to get guardianship so my sister cannot leave. Please help or advise us what to do.
