Hey, I'm a social worker for elderly low-income citizens in Chicago.

I have a questions about one of my clients.

She signed a lease two days ago - to rent an appartment. When she tried to move in - her appartment wasn't ready (floor, sink doesn't work) and the manager of the place was very rude to her. She doesn't want to move there now... but would loose $400 and $100 pet deposit that she paid already (out of her $ 560 SSA check...)

Is there a way for her to get that money back?

I would think that she might be able to back out of the lease because the landlord was unable to provide an apartment that was ready for occupancy as of the date of the lease. You should send a certified return receipt letter requesting the money to be sent back as the apartment was not available for occupancy on the date agreed and state the reasons. If you have access to the apartment, you might want to take a camera and take a few pictures and leave.
