Former college exposed personal information

About 4 months ago I received a letter from my former college about a loan I had borrowed directly from the school. The letter had information about the loan, had that I was past due, address and had my social security number on the document. The letter had the post office stamp on it. It was not placed in an envelope. My personal information was in full view of everyone. I called the college an complained.

do I have a case against the school for damages?
 
When and if you suffer some actual damages that can be directly tied to this, you can revisit the situation. Until then, no damages; no case. You do not get to sue for what has not yet happened. While I think it is disgraceful that they did not put the letter in an envelope, there is currently no evidence that your personal information has been seen, recorded, or misused by anyone.
