Server did not run ad in newspaper suppose to be action off dec 3 had the money to bring current on dec 2 server did not get some paper work in on time so they jacked amount up to 2700 and change action date to dec 10. Oregenal amount was 1856.00 they said 365.00 wss to run in paper they action it off to them self on dec10 tryed to pay 2700 on dec9 would not take it

Those are called seller fees. Perfectly legal in general.
